Certified Public Manager® Program

The Utah Certified Public Manager® Program increases the professional performance of current and future government managers. Certified Public Manager® is a professional designation granted by nationally accredited programs in state and federal governments.

The CPM Program increases the capacity of its participants to lead people, manage work and develop self. The Utah CPM Program is co-sponsored by the Utah Department of Human Resource Management and the Utah System of Higher Education.

Performance Management in the Utah Certified Public Manager® Curriculum

The CPM Program increases the capacity of its participants to lead people, manage work and develop self mastery.

The Utah Certified Public Manager® Program introduces performance management to public service supervisors and managers during Course 1 in the Performance & Motivation module. This module addresses theories, concepts and practices of motivation, preparing students to analyze and design or select tools and methods that build commitment, increase productivity and achieve quality outcomes. Students examine the concepts and theories of performance plans, performance appraisals, performance management, corrective action, and discipline in order to differentiate the practices associated with each for effective application. Students discuss, compare and critically analyze performance management policies, practices and tools found in management practices throughout all industries and pay particular attention to those found in public agencies. Students formulate and practice methodologies and tools in hypothetical and real situations. The module challenges assumptions and affords students the experience of giving and receiving critical constructive feedback with peers in a positive learning environment.

Students are expected to achieve the following performance outcomes in this module:

  • Identify key human motivators, various ways to identify them in employees, and describe strategies to maintain/increase performance through these motivators.
  • Demonstrate an effective work performance contracting process.
  • Evaluate effectiveness and weaknesses, usefulness and limitations of various performance management/assessment methodologies and tools relative to motivational theories and administrative factors.
  • Describe and identify processes used to align or realign employees with performance objectives (including documenting and tracking standards and targets, work contracting, corrective action and discipline).
  • Identify laws, rules and guidelines governing performance management.
