Collaboration and Partnership
The goal of the Performance Elevated initiative is to institutionalize changes that promote a culture of quality governance. Partnerships are critical to the success of these efforts because the intent is to ask agencies to develop one set of performance measures that are not only useful to themselves, but also to 'tell their story' to the public and the following constituents:
The Utah Policy Partnership (UPP) serves as a private-public partnership that advises the Governor. Agency Executive Directors are invited to discuss their performance with members of the UPP.
The primary role of the Governor's Office of Planning and Budget is to provided leadership for the initiatives of the Governor. Their Budget Guidelines and Forms ensure strategic investment recommendations.
The State Auditor's Office provides independent audits and investigations of state agency performance. They were instrumental in the development of the Guide to Performance Measure Management.
The Legislative Fiscal Analyst advises the State Legislature on fiscal and policy issues. Performance measure guidance is discussed in their Legislative Toolbox, and performance measure data is published in their Compendium of Budget Information.
The mission of the Legislative Auditor General is to examine the operations of state programs at the request of the State Legislature. Their publication, Best Practices for Good Management is intended to be used as new programs are established.
